Gusto vs Rippling for Startups: Price Transparency, Multi-State Payroll, Contracts and Hiring Abroad

Pick Gusto if you are a US-only startup that wants a published price, month-to-month billing and payroll running this week: Simple is $49 a month plus $6 per person, but it covers one state, so the first hire in a second state moves you to Plus at $80 plus $12. Pick Rippling if you want payroll, HR, devices and spend in one system, plan to hire abroad on Rippling's own EOR, and are fine with an annual order form and a sales quote. At list prices the two are within a runway day of each other for US payroll at every stage; the gap that matters opens when you hire outside the US.

Same model. Gusto Simple at pre-seed (one state), Plus after. Remote at its live "starting at $599" (see the conflict below); Gusto customers' $100 a month off for the first year is not applied. Rippling's EOR price is a "from" figure.

Payroll software is one or two runway days at any stage. Employer taxes are many times the software bill, and EOR fees are the line that moves runway. Run your own team in the payroll cost calculator.

The decisions that actually differ

One state or several

Gusto's help center: "Simple covers one state; Plus and above cover multiple states." A startup with a remote engineer in a second state pays Plus, which takes Gusto from $49 + $6 to $80 + $12 per person. Gusto has no per-state payroll fee on Plus, but state tax registration through its partner is priced "varies by state", and Gusto Business Compliance is $85 a month per state on an annual contract (included in Premium). Rippling publishes no per-state fee.

Month to month or annual

Gusto: "Gusto is month-to-month. Cancel anytime." No setup fee, and you pay only for active employees. Rippling's Customer Terms (July 2, 2026) describe subscription terms that auto-renew unless you give 30 days' written notice, fees that are non-refundable, and a user count that "cannot be decreased during the Subscription Term". Its Startup Stack offer (six months free for venture-backed companies) requires an 18-month minimum, 24 months above 50 FTE.

Hiring abroad

Gusto stopped selling EOR itself: since May 1, 2026 it refers new customers to Remote, whose partner page offers Gusto customers $100 a month off monthly EOR plans for the first year. Gusto's help page still says "as low as $599 per employee per month". Remote's own price is in conflict: its live pricing page says "Starting at $599" with no billing interval, while Wayback captures from August to early October 2026 show $699, and earlier ones $699 monthly or $599 billed annually. Rippling runs its own EOR "starting at $499 per employee, per month", with deposits whose size sits behind a login.

Contractors

Gusto closed its Contractor Only plan on October 1, 2026; new customers cannot sign up for it. On other plans, US contractors cost the per-person fee only in months you pay them. International contractor payments carry no monthly fee: $5 per payment to a US bank account, and a percentage for local-currency payouts, which Gusto's own help article states two ways (1.5% to 2% in one section, 1% to 1.5% with a $15 minimum under $1,000 in another). Rippling publishes no contractor price.

Price transparency

Gusto prints every plan, and its last change is dated: Simple rose from $40 to $49 in spring 2025. Rippling removed its "Starting as low as $8" line from its pricing page around September 2025 and now quotes each deal. Vendr reports a median Rippling contract of $45,645 a year across 289 purchases (reported by Vendr), a figure that likely reflects larger, module-heavier buyers than a seed startup.

Switching and lock-in

Gusto can be cancelled any time. Leaving Rippling mid-term does not refund prepaid fees, and seats bought for the term stay billed. Its renewal cap (the greater of 5% or CPI-U) is measured "not including any time-limited offer or promotion", so the step from Startup Stack free months to full price is not capped.

Not hands-on tested yet: we have not run a live account on Gusto or Rippling. Gusto's prices and terms come from its published pricing page and help center; Rippling's come from Rippling's own marketing pages and blog, its customer terms, and third-party data labelled as such, read on October 13, 2026.
