Deel Alternatives (2026): Remote, Rippling, Multiplier, Papaya, Oyster, Pebl Priced by Stage

The cheapest published employer of record (EOR) headline today is Pebl, formerly Velocity Global, at $399 per employee per month. Multiplier ($459 annual, $499 monthly), Papaya Global and Rippling (both from $499) also undercut Deel's $599. Remote is $599 or $699 depending on which of its pages you read, and Oyster is $699. For a seed-stage SaaS company with four people abroad, moving off Deel is worth up to $9,600 a year in fees, before deposits. If your people abroad are genuinely independent, a contractor platform at $29 to $49 a month is an eighth or less of any EOR fee, but only if the arrangement passes the local employment tests.

Why teams look past Deel

Deel's $599 EOR price has not moved since June 2024. What changed is around it, all dated in Deel's own pages:

  • The invoice grew. Deel's help center now lists a mandatory Employer Liability Cost line ("Previously, the employer liability costs were either inside the G2N, or absorbed entirely by Deel"), a monthly severance accrual in Brazil, Canada, Germany, India and Poland, and $50 a month for off-currency contracts.
  • The deposit. 1 to 1.5 months of all charges per hire, refunded within 60 days after a hire leaves. In our seed model that is $27,919 to $41,879 of cash held.
  • Prices around the EOR rose. US Payroll $19 to $29, US PEO $79 to $125 (or $110/$120 on the same page), Deel HR from free to $5. Details in Deel pricing.
  • Vendor risk. Rippling's suit against Deel (N.D. Cal. 3:25-cv-02576), filed March 17, 2025, alleges corporate espionage; the court ruled in February 2026 that the racketeering and trade-secret claims can proceed. Deel has its own suit and counterclaims. No trial date is set. See Deel vs Rippling.

Two names on older lists are gone: Omnipresent was acquired by Deel (October 2025) and its site no longer resolves, and Velocity Global now trades as Pebl (September 2025).

How we picked

For a pre-seed to Series A SaaS company hiring abroad without its own entities: a published EOR price, still selling to new customers, coverage of the usual first-hire countries (Germany, UK, Canada, India), and clear deposit and billing-interval terms. No vendor publishes a per-country fee table, so every price below is a "starting" figure.

The alternatives

Remote

The closest like-for-like swap. EOR is "Starting at $599" on the live page, but archived copies through October 5, 2026 show $699, and until July 2026 the page showed $699 monthly and $599 annual. Contractors are $29 (active ones only), Contractor of Record $325. Remote says it charges no standard deposit, and Remote for Startups takes 15% off EOR and contractors for 12 months. Gusto has referred its new EOR customers to Remote since May 1, 2026. Full comparison: Deel vs Remote.

Rippling

Suits a company that wants US payroll, HR and EOR on one system. Rippling's pricing page shows no prices; its own blog says EOR is "starting at $499 per employee, per month", and its small-business page says $8 per user plus a $40 base fee (other Rippling pages say $35). The Startup Stack offer gives VC-backed companies 6 months free (3 on EOR) against an 18-month minimum term. See Rippling pricing.

Multiplier

EOR Core is $459 per person a month on an annual contract or $499 monthly; Growth is $519 or $559. Its FAQ says about 11% of its countries carry adjusted prices, and both tiers add "Compliance mandated add-ons + Implementation fee as applicable". Its EOR terms set the deposit case by case, include a termination accrual, make seat fees non-refundable and put permanent-establishment risk on you. Contractor of Record is $400.

Papaya Global

EOR "starting from $499", Contractor of Record from $199 with "No deposit required", and a contractor tool from $5 per contractor. Every card says "Get a Quote", and we found only one source for the current prices, so treat them as opening numbers.

Oyster

EOR is $699 a month. Oyster used to publish an annual price ($599 in 2024); since February 2026 annual is quote-only, prepaid and non-refundable, with renewals capped at a 5% rise. Contractors are free for 30 days, then $29. Oyster says it does not charge extra for processing terminations.

Pebl (formerly Velocity Global)

The lowest published headline at "$399 /month per employee", down from $599 before the September 2025 rebrand, which it now calls its "lowest standard pricing ever". Billing interval and contract terms are not on the page; ask for them.

List prices, 12 months, before discounts, deposits and country surcharges. Abroad: Germany; then Germany, UK, Canada, India; then two each of those plus Poland and Brazil. From our payroll cost model; Remote at $699 would match Oyster.

Fees are not the biggest line. The employer costs abroad in the same model are $17,242, $37,708 and $151,247 a year, identical at every vendor because the country sets them. Run your own team to see both together.

Contractor route vs EOR

A contractor platform costs $29 to $49 a month per person (Papaya from $5) and carries no employer social costs, because the contractor pays their own. That is why it looks so much cheaper:

CountryIllustrative salary (USD)Employer on-cost if employedPlus Deel EOR feeDeel contractor fee
Germany$83,858$17,242 (20.6%)$7,188$588
United Kingdom$86,030$13,660 (15.9%)$7,188$588
Canada (Ontario)$73,624$5,796 (7.9%)$7,188$588
India$25,059$1,010 (4.0%)$7,188$588
Poland$61,196$13,451 (22.0%)$7,188$588
Brazil$48,074$24,464 (50.9%)$7,188$588

2026 employer rates, from official sources where we could read them; Brazil's third-party levies and India's EDLI are flagged for a re-check (Germany social insurance incl. health and care, UK employer NIC 15% above £5,000 plus pension, Canada CPP/CPP2/EI/Ontario EHT, India EPF at the new Rs 25,000 ceiling plus gratuity, Poland ZUS, Brazil INSS, FGTS, 13th salary and vacation bonus). Salaries illustrative, ECB rates of October 12, 2026.

The saving is real only if the person is genuinely independent; a contractor will also price their own social costs into the rate. Misclassification moves the bill back to you, with interest:

  • Germany: work "nach Weisungen" and "Eingliederung in die Arbeitsorganisation" point to employment (§ 7 SGB IV). Contributions can be claimed for four years, or thirty if withheld intentionally (§ 25 SGB IV).
  • Canada: a payer who wrongly treats an employee as self-employed owes both the employer and employee CPP and EI shares, plus penalties and interest (CRA RC4110).
  • UK: IR35 does not apply to a client "based wholly overseas"; the worker's own company decides status instead.
  • Tax presence: the OECD's 2025 commentary says a home office used under 50% of working time is generally not a permanent establishment; at 50% or more it depends on the facts, so a full-time remote hire is in the grey zone.
  • US people: the IRS common-law test (behavioral control, financial control, relationship) applies; misclassify "without a reasonable basis" and relief provisions do not apply. The DOL proposed on February 27, 2026 to return to its 2021 contractor rule; no final rule yet.

Rule of thumb: contractors for short, outcome-based work; EOR for anyone who works full time inside your team. Contractor of Record ($199 at Papaya, $325 at Deel and Remote, $400 at Multiplier) is the middle option where the vendor carries the classification risk.

How to move off Deel

  • Contractors first: they can invoice through the new platform from the next cycle.
  • EOR hires need a new contract with the new vendor's local entity. Line up the start date with the end of the Deel contract and local notice rules.
  • Budget for overlapping deposits: Deel refunds within 60 days after termination completes and invoices are paid.
  • Collect payslips, contracts and any severance accrual balance before the Deel account closes.

Not hands-on tested yet: we have not run a live account on Deel or any of these alternatives. Prices and terms come from each vendor's published pricing page, help center and terms, read on October 13, 2026.

Frequently asked questions

What is the cheapest alternative to Deel?

For EOR, Pebl at $399 is the lowest published headline, then Multiplier at $459 on an annual contract. For contractors, Papaya from $5 and Remote and Oyster at $29.

Is Deel more expensive than the alternatives?

At $599 it sits in the middle: above Pebl, Multiplier, Papaya and Rippling, level with Remote's live page, below Oyster. Its deposit of 1 to 1.5 months of charges is higher than what Remote and Papaya (for COR) describe.

Can we run two providers at once?

Yes. Deel's EOR is month-to-month, so you can move people one at a time and keep the rest where they are.

What happened to Omnipresent and Velocity Global?

Deel acquired Omnipresent in October 2025. Velocity Global rebranded as Pebl in September 2025 and sells EOR at $399.
